I cannot find the answer with searching nor in the documentation. I want to specify an external keyboard MIDI controller for the top keyboard, and another external keyboard MIDI controller for the bottom keyboard. They are showing in the MIDI controller section of the settings, but there are no settings for assigning each controller a specific MIDI channel. The only settings I have found have both controllers controlling the same keys, or one simply is ignored.

The answer is that, unlike DAWs and some VSTs, the MIDI device channels cannot be set for the P-10 inputs. The device channels can be selected for upper and lower, as described in the docs, but the actual channel designation must come from outside the VST. In my case, I had to change the MIDI channel on the physical keyboard, and accommodate the 15-year-old Casio Privia (PX-320 for those interested) which uses the default Channel #1.
Once I did this, I was able to select the channel for each keyboard in P-10 as noted in the docs.\

Hi, the only way i found to make P10 working like it does in standalone is to set it in two saperates tracks with the same preset.
Then, in the first track, correspounding to the lower keyboard, i set the panel view to lower and solo layer and the keyboard mode to double.
Same for the second track correspounding to upper keyboard but panel view to upper.
I'm working with Live12, and each track is routed to its own keyboard.
