If you put some modules together that would be useful to use again, this can be saved to a Cabinet with the CABLES attached.
But if you have changed those cables to BUS assigns to save clutter and then save to a cabinet, then retrieve that cabinet - the BUS assigns are lost ?

Yeah, but that is reasonable behaviour because buses are shared by the entire patch.
Consider loading in several saved cabinets or even the same saved cabinet multiple times. If they used bus connections then you'd end up with all kinds of problems because by definition all sockets that used say Bus 1 would be connected to all sockets that used Bus 1. In effect you'd end up with all kinds of crazy short-circuits.
So you have to convert busses to cables in order that each connection is unique when reloaded.

You are correct with your scenarios it would be a mess was only thinking single use for repetitive things.
