It seems like that could be an issue as, depending on which developers bother to go back and make the necessary changes, then you'll have a situation where some modules work and others don't.

No. it's not just you. I found that if you increase the VM UI zoom level to 110% or more, then it displays correctly. When it's set at 100% or less then it shows the Vultari panel, though the inputs and knobs still work.

I don't think it's a bug. You can move the i/o panel up and down by clicking and dragging on it's left side. Same goes for the 'perform' section. I think that was introduced with v2 of VM. If the positions of the panels aren't being recalled then I guess that would be a bug though.

I just got the automatic update for the MS Vintage Bundle in VM - Many thanks for that CA :D There is an issue with the dual oscillator though.
